Pennsylvania's Sixth Congressional District was created in 2002 by state legislators who thought they could create a Republican seat, but who instead created one of the few true "swing" seats in the United States. Voters in this district supported Kerry over Bush by more than five points, while electing Jim Gerlach by the narrowest margin of any House incumbent in 2004.
